People i can cosplay as?

Ok, so im 15, a girl (but my breasts are B cup but... their invisible when i wear shirts), im about 5'6 1/2, i have a little longer than shoulder length blonde hair, and able to get most clothing things, but things like armor, nuns outfits, anything like skirts or dresses, or anything skimpy i cant wear. And im not allowed to die, or cut my hair any shorter than just above my shoulders.

Basically i need to cosplay as either an anime, or game character for an upcoming comic con, i have a few months, and have the basic supplies needed.

I can cosplay as both girls, and guys (though the guy obviously cant be some giant super-buff mega super-hero guy like Thor or anything)

And any ideas of where i can buy things for the costumes (accesories, fabric, make-up, shoes) would be nice (note i cannot buy things online)

Mainly im looking for ideas, im considering if i cant find any good suggestions here to do Viral, since i already have the same hairstyle as him in the Timeskip part, when its like, 7 years later (Viral from Gurren Lagann in case you didnt know)

If you think thats a good fit, any ideas of how to get things, or get ready would be nice. (like how to make his beastman cat claw like hands, or to get all my teeth to look like his "Shark" ones, and how to make his cleaver, (out of like, a stick and some foam or something i can cover in bandages, since in the time skip he has it covered in bandages)
