What to do about my neighbor?

Question

This morning after dropping my daughter at school I found the cat from across the road lying dead on the road. I went inside and got a towel so I could pick it up and take it to them. They weren't home as they were out dropping their daughter to her school. I waited out the front so I could tell them what had happened (I knew they'd be home soon). As I waited on the footpath, their next door neighbor (who I know has had an ongoing feud with the people who own the cat) came out and said 
"ha, ha, was it their cat squashed on the road?if I had a car I would have run it over a few more times just to make sure, ha ha, I'm glad, I wish them all dead" I was so shocked I couldn't respond. The cat belongs to the little girl who is 12, it was her Christmas present.
I never want to speak to or acknowledge that horrible, bitter, nasty man again.
What is wrong with some people! Oh, and the feud is about the older kids who when they visit, have the "nerve" to park on the road outside his house. It is a public road so anyone can park there but he is just weird, he thinks he owns the footpath and the road outside his house!
Am I overreacting?

No I don't think so, he doesn't sound like a great guy. I think its a good idea to stay away from him. And the kids are right they can park in front of his house as long as their not blocking the driveway or any fire hydrants. Best thing to do is stay away......far away.

Be very careful when dealing with this man.  He is inappropriate and probably mentally unbalanced (see, I can figure things out!).  Seriously, tell your other family members about what happened and maybe some of your relatives.  I cannot help but think that this guy might have been responsible for the cat's death.  You sound like a reasonable and nice person.  Be aware that not everyone on this planet is like you.

i recognize a number of there names. does not say all neighbours are pleasant yet have a tendency to say hi to each person passing. Get some that are nosey and attempt to quiz you, yet then you recognize they bypass all that records around the section. So am careful of what i say! I do imagine at the same time as i grow to be a baby our neighbours were alot friendler.
