3 ACT practice test math problems -unsure how to solve?

Hi, I was working through a previous practice ACT test to study.. i came across 3 problems that i got wrong that i'm unsure how to solve for - any help would be greatly appreciated!

Hallie types an avg, of 13wpm, & Maria types an avg, of 27wpm. At these rates, how many more minues does Hallie need than Maria to type 1,755?

The answer is 70.

If h(x) =4x^2 - 3x+13 then h(-17) =?

Answer: 230

Which of the following expressions is equal to -2y^2 + 4y?

Answer: -2y(y-2)

    since the 2nd and 3rd have been answered, ill just do the 1st.

    they're both typing 1755, so take 1755 / 13 = 135 (hallie), and 1755 / 27 = 65 (Maria)

    now take Hallie - Maria = 135 - 65 = 70 (Hallie types 70 more minutes than Maria.)

    Not sure for the first one, second one plug -17 in every where you see x... 4(-17)^2 - 3(-17) + 13... The last one factor out a -2y so you get -2y (y - 2).
