is this bad or good sign?

It's not a very good sign. I mean, he does clearly indicate that he's busy at the moment, but read the first part: "I can't say I want you to text me." This is definitely a polite way of saying: "I'd rather you weren't texting me," or just "I don't want you to text me." However, he's also saying you can text him if you'd like to, because he obviously can't stop you and isn't mean enough to tell you just to stop. However, since he was busy, maybe he was just stressed/worried, so he didn't have time to write a reply that could have better done his feelings justice.

I guess I'd say the whole thing says: "Honestly, I'd prefer if you didn't text me. Text me if you want, though, since I don't want your feelings to be hurt by my last sentence. If you ever need anything, though, please let me know, but not now. I'm busy now."

I mean, he does say that he's there for you. My ultimate suggestion? Talk to him and ask him what's up - does he want some space away from you or... was he just having a bad day? So many possibilities.

To put it in more simple terms he was trying to tell you that he doesn't need to tell you to text him but that it's your choice if you want to text him or not, but that at the moment it might not be a good time for him to talk since he's busy.

he's saying its upto you if you want to text him or not. and he is not sure if he wants to reply or talk to you right away. he's being indirect as well.
