Does Telus blacklist lost phones?

We found a Blackberry Bold 9700 and still seems to be working. It has a sim card, and still seems to be active. However, no one is calling it anymore, and we can't access the phone because it is password protected. We were hoping if we could see the contacts, we could find someone to give the phone back to it's owner. But, yeah, we can't.

Can we unlock the phone and use it on another network (and use internet services such as BBM) or does Telus blacklist the phone (IMEI) and PIN and we could no longer use the phone at all?

    If the owner reported the phone as 'lost' then the IMEI and PIN is black-listed.
