I guess there would be no other way to download apps for ubuntu if you have no internet and you can't use your dead slow modem, unless you try to ask someone and download its package or use someone's internet connection to download apps, which should be in .deb or .rpm or .tar.gz. Good luck!

Sorry dear friend you need Internet but saying that, if you have good friends whom has INTERNET then ask them if they can help you. No harm in asking friends. This is the time to find out who is your friend in hour of need.
