The word tell NEEDS to have the name of a person or a personal pronoun after it like me, her, you etc.

Eg: I tell you, it's the truth! You told me he was asleep! I told her about you.

The word say is more general but both words still need to be referring to an idea or phrase that is being talked about.

Eg: I said it was silly. You say you're here? She said it was a secret.

Bothh of these words are slightly different to the word talk, because it does not need to have a specific idea that is being communicated, it can refer to general communication about many, any, or no topics.

    Good luck!

"Tell" indicates that there is a specific audience who is being spoken to. It also indicates that the speaker is in a position of some sort of authority in the conversation.

"Say" only means words came out of your mouth.

Yes. Just because you say something, doesn't mean you're telling someone anything.
