I always encourage voice lessons because that's the sure fire way to improve, assuming that you get a good teacher.

But when people don't want to get a teacher I tell them this: in order to sing better, you have to know what better singing sounds like. Basically, that means listen to the best singers on the radio, on iTunes, etc. Sing who YOU would like to sound like and try to mimic their voice as much as possible. Don't just listen to the professional recordings, watch them live on YouTube and on TV. If you can't get something like they can the first time, try it over and over until you get it, or at least get closer. Come back to it every so often and keep working on it.

One thing I do is pick a song that is REALLY hard for me to sing. I listen to it pretty regularly and try to improve my "performance" of the song each time. Eventually, your voice will learn to sing the way the pros do. Obviously, your voice is your voice. You're not gonna start singing exactly like Beyonce, Adam Lambert, Christina Aguilera, or Carrie Underwood...but that's because you're not them. Sing with your voice! But listen to the best (I think the 4 I just mentioned are among the best) and try to learn from them! I hope this helps. It's what I've done for years and I've improved drastically!

One thing that helped me with developing my voice was having a vocal coach so I would have to say that the first and best step would be to get a vocal coach and practice.
