How does the doctrine of mercantilism shape the policies of European monarchs to promote trade/manufacturing?

Mercantilism is the economic doctrine that says government control of foreign trade is of paramount importance for ensuring the prosperity and security of a state. If Mercantilism states that resources around the world are finite, that they can run out, then it would drive nations to trade, go to war, and colonize in the sake of acquiring more resources. High tariffs, especially on manufactured goods, are an almost universal feature of mercantilist policy.

True, but you wouldn't find many monarchs willing to give up all their money and properties as this would be an infringement on their human rights. European countries, and Asian, and African, all have monarchies (with or without power) because in the past this was the most stable form of government. North America does not have monarchies as the Native Americans did not develop in such a fashion, and the immigrants were arriving and developing land in the name of their monarchies at home. In short, Europe have monarchies because they have hundreds (in some case thousands) of years more history than North America.
