You need to supply a bit more info. What pattern? Rogers & son produced both silver and silver plate sets. If it's sunkist or orange blossom then it's silver plate. Other than that, without more info, hard to tell.
One thing you could do is check very carefully and see if you can find a hallmark. They'll look a bit like some of the ones in the second link.
