You'll be "high" for a while as the alcohol affects your brain. The you'll go down. Alcohol is a depressant so after the initial euphoria wears off you'll feel depressed.

no it affects everyone different, be glad you are a happy drunk. Nobody likes a mean drunk. BTW different drinks also affect people differently

Yes, because they are intoxicated and the effects of alcohol are affecting them and making them more gittery and nervous.
