"I am guarding Scott and Parker is going to shoot the ball and I am going to have to react with a turn, and my hands back, and block Scott off the boards"

That means you put your body between Scott and the rim so that he can not get the rebound.

That term is called "boxing-out". Boxing-Out means clearing some space so that Scott won't get the rebound.

Lebron's a good example. Basically, you block a person's shot off the backboard/pin the ball to the backboard.
