Start making notes, of day, date time of occurrences. Ask for your neighbourhood police officer to call and explain exactly what is happening. Let him contact the parents of the kids in a roundabout way about their behaviour.

if you mean antisocially then you can always report them to the council or the police but if u mean their parents or guardian's are abusing them then it best to go to the police or speak to a social worker :)

If their harassing you then I suppose you can file a complaint to the police.

Try being nice to them, talking to them, taking an interest in them - they hate it and try and avoid you.
