facebook deactivating someone else's account?

The next time that person logs into Facebook, he or she will get a notification that the account is deactivated and will be sent an email to reactivate it. how can you deactivate it by blocking them? were you in there account? if so there are many steps to deactivate so i dont think it would be a accident. if u just blocked them you wont see them from yours no more.
