You seem self absorbed and incredibly stuck up, calling someone a 'poor bastard' is not cool! Have you ever thought that maybe he likes you (God only knows why), he may be staring at you as he thinks your pretty or he just wants to make friends with you but hasn't plucked up the courage to talk to you. It is bad enough moving schools but moving countries must be really scary and strange, give him a break and if you take your big head out from your derriere then it might be a nice idea to smile back.

I would go up to him and say "hi". It makes me uncomfortable when you stare. Is there a reason why you are doing it?

He may just be looking for a friend. He might look up to you and is trying to learn the culture. Being the new guy sucks. My parents moved my freshman year so I started High School in a new school and a new state.

Maybe you could introduce your self and be friendly. He may simply be mesmerized by your beauty. Whats wrong with trying friendship instead of meanness. He may have an interesting perspective on life because of where he is from which you could benefit from but if you don't try you will never know and you will have missed an opportunity for self-growth.

Them Asian people are weird. I know one who would stare at people with a death look in his eyes. He even did it at me once (and I about beat his little chink a**, but he ran). But what I do know is he is interested in you somehow. Usually Asians who are not born here, actually have some sort of problem with socializing and don't know that staring at people is not how we roll. You have an issue with it, bring it up with him. He may not understand, or let alone stop, but it is your best shot at it.
