The Dynamic Positioning System is a combination of bow and stern thrusters and the main engines that keep the ship in position with inputs from the GPS and computer. This requires no anchoring. Force 7 is the wind speed as calculated by the Beaufort Scale (see link).

Dynamic Positioning is an extremely accurat method of keeping a ship EXACTLY over a spot in the water.. a lot of DRILLING ships and SALVAGE ships use dynamic positioning.. it uses thrusters and main engines to accomplish it

Ships requiring fixed position without the benefit of attached to the earth use dynamic positioning. The quotation you provide is BS. GPS is the only reliable method.

Force 7 means 27-33 knot wind, sea 13-19 ft etc.
