Does telling fellow players you're bluffing make for a successful poker player?

I dare Obama to not send out the Social Security checks, when it's obvious as hell there's plenty of money to pay for all the core functions of government and service the debt. Food stamps, the EPA, HUD, Department of Energy etc is what should be cut. Go for it Obama, there's this thing called the internet these days, we don't rely on the old media to get our information, and we know what's up.
