Is picante sauce vegan?

It very well can be but some add things that aren't vegan and I have even seen a hot sauce that has oysters in it?! Some contain honey and things like that. Homemade fresh salsa should be pretty simple tomatoes, onions, peppers, lime juice (or lemon), salt, maybe some pepper, cilantro you know simple garden ingredients.
Check the ingredients as always and double check them. You should always know what is in your food no matter what the front of the package might say no matter what seal might be on it always check ingredients no matter who you are you should always know what is in your food.

All Picante means is that it's hot. So, you are asking if hot sauce is vegan. We have no idea if every single hot sauce in the world is vegan.
I'm sure there are plenty of salsas and picante sauces that use some sort of stock in them. Plenty of hot sauces do use meat drippings meat leftovers as flavor. Plenty of enchilada sauces have chicken in them.

Probably, but look at the ingredients on the label to be sure. Or make your own with all vegetable ingredients.
