my cat's paws' pads seem dry?

my cat is 10 months old healthy male, 3 weeks ago i noticed that the pas on his front paws seem dry (like the dry skin on feet?) it is a bit chipped and i just noticed that its bleeding.

so there is some dry blood under the skin chips.

anyways, i will not take him to a vet cause i have spent a lot on our female who recently gave birth and i really cant afford it now.

any idea what this is?
