I have my navel pierced and my little sis has always admired mine and i want to surprise her and get hers done for her 14th bday, but her belly button isn't all the way its like an innie/outie cam they still pierce it also will they allow me to go with her to get it or does it have to be parents?

if youre older than 18, most places will accept you. some wont though. and yes they can.
