What would I use for this skirt?
I'd like to use white tulle and silver fabric to make this skirt poofy .

In this picture it is only sticking out on the sides . I'd like it to stick out all around like a tutu . Basically just the type of skirt you see on most adult costumes . If you could suggest a tutorial video or instructions , that would be great .
