Well, generally speaking it is an emphasis of some kind, meaning the word is receiving something above and beyond the normal cadence of speech. Just what kind of emphasis is up for debate although most seem to consider capitalization yelling/raising of one's voice. It is easy to misunderstand meaning without voice inflection, so ask the sender for clarification. Typically, if I want to simply bring attention to a word that I would usually italicize (italics typically unavailable) I will put quotation marks around it. Look at the overall context of what is being written before concluding that someone is being rude, though.

Depends on how they use it.

You can tell when someone is yelling or just being an arrogant a**hole. However, sometimes I use caps to make an emphasis on something, so that the reader will know that it's very important. Like I was explaining reflexive verbs to someone the other day and wrote...

When using reflexive verbs, the SUBJECT of the sentence is the same as the DIRECT OBJECT or the INDIRECT OBJECT.

I really have low tolerance for anyone who just types in caps all the time, rather than using capitalization rules. I would rather they just use no caps at all.

Capitalizing a single word has always been for emphasis. In speech, don't you speak louder when you say an important word?

Could also be that the poor bugger hit the caps lock accidentally. I do that all the time.

All caps, I would see as yelling.

A word or phrase, I would see as emphasis. Especially on this site where there is no option to use italics.

If the whole thing is in caps then it's yelling. If one word is in caps that is Emphasizing. All caps is rude.

Yelling whilst emphasising, when your talking or shouting you put more intonation into the important words.

Most likely IT MEANS I AM MAKING MORE EFFORT TO GET MY POINT ACROSS

And dependin on people, i see it as LOUD and catches my attention.. Almost yelling..
