Is my neighbor neglecting their dogs?

My neighbors are elders who owns two dogs. They don't seem to care much about the dogs since they never leave the backyard and they're always howling/crying. It's heartbreaking to hear it every night and sometimes I try to throw treats over but thats all I can really do.

I recently took some pictures over the wall and found no signs of water bowls or dog house/crates for them. There's no grass, all cement and it's cover with dog feces.

They obviously feed them the least since they're still alive and it's good they have a companion but living next to them is torture since I own my own dog and love animals dearly. I always think about calling animal control but wonder if they can do anything about it and I'm not the kind of person who wants to create a conflict with my neighbors.

What do you guys think I should do? I even have been contemplating about taking them to the vet and letting it seem like they escaped but I know that isn't the right thing to do.

@Dolly, please do us a favor and never own any pets.

And thanks for the feedback, we're not very close with the neighbors but we do know one of their relatives so I'll be giving her a call to ask her to talk to them. If they don't do anything I'll be giving animal control a call

Update 2:

And yes @Dolly, it might not be a mountain of poo, but the amount of feces is creating a lot of flies in our backyard as well.

    Good lord. The way you made it sound I expected MOUNTAINS of poop, not two or three days worth! The dogs are not underweight and its obvious they are groomed on a regular basis. If the constant barking is bothering you go ahead and call the cops and report a disturbance. If they get more then a few calls they will fine your neighbors. Otherwise, the dogs look fine and you should mind your own business,. Just because there is no grass doesn't mean the dogs are being abused! Would you rather they were in a kennel all day?

    The whole back of the house looks a mess and is certainly no environment for pets and animal control would surely do something about it. Although you don't like to create conflict, there a situations that can not be tolerated and this is one of them. I don't know how old these people are, but it could be that they are simply overwhelmed with taking care of themselves AND the dogs. Looking at the "backyard" it seems that they are hoarders as well, and who knows what it looks like inside the house. By calling animal control you actually might do the dogs AND the people a favor. I hope you find the courage to make that call!

    Well if you see no water bowl and dog house and its dirty it is possible the owners are neglecting the dogs giving them only enough to live. If you care that much talk to your neighbors. And after you talk to them about and refuse to do anything call animal control or if they just cant because their so old yet still want them offer to help. Ask if you could walk the dogs when you walk your own or something. Hope the dogs are ok.

    Yikes! It doesnt seem like a good situation. I used to have the same situation with the dogs next door to me but they had grass. What I would do is call Animal Control and report it. They will go up to your neighbors door and tell them they are with animal control and that someone called in about their dogs. When you call in, they will ask you why you are reporting them. So first it will be a warning and if you call again they will give a fine and the next time, I think they might take the dogs away. I called in to Animal control for my neighbors and now their dogs are inside most of the time. It's nice to think that you care for these dogs and will put a lot of effort in to help out.

    Since your neighbors are elderly, the dogs might not be neglected per se. There's a good chance that they genuinely love their dogs. But they might have health conditions that prevent them from properly caring for them. Either way, I'd call the local Humane Society. They might be able to give your neighbors some advice on caring for their dogs. And if not, they'll be able to find a new, loving home where they'll be treated like royalty.

    Yes, anonymously contact your local SPCA or non kill shelter. There is a great non profit group called Dog s Deserve Better, go to there site and contact them, They can handle any situation.

    Talk to them and say they should clean up the back yard and that the dogs should always have access to clean water. If they don't do it, call animal control.

    EDIT: Someone below me said tell them you called animal control--DON'T LISTEN. They will clean up and make it look like they are caring for their animals, just that they skinny, and won't be fined.

    call the aspca like my backyard is messy but thats kinda awful cause they step on their poo well thats what i'm guessing call the aspca ur a good person dude.

    Are you friends w/ your neighbors? Just go talk to them and see if they need some help
