So if Someone invented a time machine would they be able to test it out?
and by that i mean there is a possibility the it could destroy earth so would the government allow it?

They wouldn't do anything to Earth (and it's possible that by the time they invent time travel, the Earth will already be destroyed), they would just jump into alternative reality and destroy that one, so we wouldn't have to worry ;)

You can't know for certain whether or not the time machine could destroy earth without knowing how it works, but I still don't think that the government would have it because you could change history in potentially genocidal ways.

Sure they would allow it. But the government would tax it out of existence. So it would not be able to be used.
