Can a PCI-E 1x card be used in a normal PCI slot?
I have three empty PCI slots and only one PCI-E x16 slot used for graphics. I want to buy a capture card.
Can I use a regular PCI slot for a PCI-E 1x card?

No, you can't. Completely different interface.
You could hook a PCI-E x1 card into a PCI-E x4 slot.
If your system is outdated then it may be time for an upgrade anyway.
