How to get rid of cat odor?
Recently purchased a house at a greatly reduced price due to the extreme animal odor. All the floor coverings have been removed, downstairs is concrete floors, upstairs is plywood sub-floor. The previous owners were world-class "hoarders" or sick pigs whichever you choose to call them. Apparently the filth was about a foot deep throughout most of the house, there's a line on the walls like a high water mark.
We want to do everything we can to remove the odor and then paint and seal the floors before replacing the floor coverings. We will also remove the sheetrock to a height of 4 feet, remove any insulation, clean, paint/seal, and replace.
Any suggestions would certainly be appreciated.

Buy a whole lot of white vinegar. and bicarb soda (baking powder). Not expensive. Using 1part vinegar and 2 parts water wash, scrub whatever is appropriate the floors and walls You may need to do this several times.. When you have let the place dry, liberally sprinkle bicarb soda everywhere. Leave this for a day or two them vacuum up. You may have to repeat this too. If you are able leave the windows open for as many days as you can.
Another idea is to hire a floor scrubber. Mix 1 part vinegar, one part water and one part bicarb in a bucket and poor over the area to be scrubbed. There will be a fizzing reaction but it is harmless. Let it dry naturally. There will be a white residue which you can vacuum or power spray off..
Leave everything alone for a couple of days and then close window and door and leave for a few hours. Come back and do the "Sniff" test. Have a friend sniff with you and get hid/her opinion. You may have to repeat the process a couple of times if the odour lingers.
Power spray washing is good but you have to eliminate the odour first before you seal or it will always be noticeable
There may be other ways to eliminate the odour, but I bet this is the least expensive.

Forget baking soda, vinegar and power washing. They don't get to the root of the problem. This is what you need to do (it's actually quite easy).
Get a black light. I recommend the tube ones as these are real black lights. Not the purple incandescent light bulb.
At night, when it's dark, use this light to search the house for cat urine. It will show up as fluorescent green.
Treat these areas, and any other areas you suspect with Nature's Miracle cat urine odor removal. It has enzymes in it that will break down the urine and turn it into...well....something other than urine. There's some stronger stuff called Nature's Miracle Urine Destroyer for harder to treat areas but I had a cat who had urinated in one corner of a room for months before I discovered this and I just saturated the area with the regular stuff twice and it worked.
I usually buy the large jugs of the stuff because I like to be liberal in the treatment. If the house was particularly bad you will probably need a few jugs and you might need to treat some places twice but it should work.

You are spot on. Forget trying to "remove" the odor. You can't. It's impossible. You need to SEAL it in with an odor blocking primer. Forget all the chemicals listed. They are a waste of money in this situation
The only problem you might have is the plywood subfloor. If the urine has gotten to the underside, it might need to be replaced. Only you can see that
Seal ALL the walls, too. Floor to ceiling.

i would spray everything while the rip down is complete - before installing anything new - i would also rip up any plywood as well - seems you got 95 percent right on what to do already - as far as the concrete goes - i would power wash with heavy heavy cleaner and after dry - it has to be really dry - apply sealer -

odaban will clean and kill the odor. Mix with water and clean with it. Mix with water and spray in the air. we bought it at Sam's club.
