You answered your own question. Go to the lawnmower store and buy a new bulb and a new air cleaner gasket, that's the odd looking gasket that fits at the back of the air cleaner.

you need compression to get fuel tho, if you have cleaned the carb, do you have compression,25psi min on 1st pull, 50psi min on three pulls. old mower's you could feel the primer working, newer mower's it is hard to tell it working, plus once u spray carb cleaner the mower should stay running, and once it runs for a min or two, you shouldn't need to use the primer. so if once it starts and wont stay running, it is deffinetley not yr primer. if you take the screw/bolt of bottom of carb and u get gas it is either the passage's are still plugged or u have no compression to pull it through your carb, the passage for fuel through the carb for start an idle position does not get n carb threw the main passage, on older alumin carbs they go threw the side, and on plastic bowl carbs the little tiny brass hole next to the middle(main) on n the bowl, which if u have a plastic bowl, just replace it, yr not going to get it unplugged. but again if the start passage was plugged once u sprayed carb cleaner to start it, it should stay running, so u have a plugged main jet or no or not enough compression. one other though, did u hit somthing latley, ck yr blade for a big nick, or if u have a tree stump, u may have sheared yr flywheel key, which will show spark and confuse u thinking its the carb??

You are not getting gas from the tank..Clogged filter....Float in carb. not set right..Clogged fuel line
Fue turned off at tank...Get a new primer bulb at your local mower repair shop

You can buy replacement primer bulbs at some hardware stores, the store I work for sells them. Surely there is an outdoor power tool repair shop in your area. Got to have that primer to get that gas going in the fuel line.

this seems silly, but take the gas line off and blow it clean, sometimes a simple spider web can stop the gas flow,
