Why does the government use 9/11 as..?

..the ultimatum gauge for determining the level of terrorism and attempted terrorism?

If a nuclear weapon is "the ultimate terrorist weapon", why not examine nuclear weapons tests instead of using 9/11 as an excuse to violate the sovereignty of other countries in the "hunt for terrorists" or "suspected terrorists" - and respectively - the sovereignty of U.S. citizens via the constant extension of the "Patriot Act" (which includes Continuity of Government (CoG) - constantly referring back to 9/11 for no good explanation at all)?

This sounds more like an excuse to harm civilians

globally than it does to genuinely stop terrorism.

Update:

"Your statement is illogical"

"your suppositions a total non requiter"

1) The only statement I made is that it sounds like an excuse

to harm civilians. Explain why think that statement lacks logic.

2) There isn't a "non requiter" present on my part,

since I'm the one that presented the subject.

Update 2:

"it's the first time since the mex/american war that the enemy attacked us on American soil."

Two inland attacks out of several hundred (all countries of the world possibly attacking) is minimal. Gathering as many countries of the world as we can under NATO, just to attack Afghanistan, that's significantly different. Not only was it unnecessary, but it increased the possibility of terrorism - it didn't reduce it.

"do you remember where you were?"

Yes I do, and it's irrelevant.

Update 3:

"there were so many foreign nationals killed in 9/11"

How does that make it unique? Why does Israel go scott-free for attacking boats full of foreign national civilians trying to send aid to civilians (NOT terrorists) in Gaza? Shouldn't that qualify as terrorism?

Since the U.S is the only country to use not one. but two atomic devices, killing thousands of civilians, what would that say about the U.S. if the use of nuclear weapons was the measure of terrorism.

Not saying the U.S. was not justified, or that it didn't ultimately save lives But am pointing out using that to define terrorism would present a problem for the U.S.

9/11 as it holds sway with most country's around the world as there were so many foreign nationals killed in 9/11

hence most country's look the other way or support the USA on these operations
