They shouldn't be, in my opinion, but you can bet that the police will be watching them more closely that they will the rioters. Easy targets, that's what the police like.

No law against standing outside your home, business or place of worship with baseball bats. Rioters continue rioting because they feel there's no consequences, they'll go to places that aren't protected rather than trying to take people on. In the cases where the vigilantes actually use violence defensively they should face the punishments of law with the usual leniencies but in those moments they should probably do it anyway.
