Does this really work on keeping water cold?

I have seen people put aluminum foil on their water bottles and wondered if it ever worked to keeping their water cold. Does it work? or if that is not the point of having the aluminum foil, then what is?

My experience is no. I have tried this, and it really doesn't work that well.
