When God said, "Thou shall not kill," did he say unless you have an excuse?

For example, would God think that killing thousands of people throughout the Middle East and Asia is acceptable people we have excuses like "to free them" or "because they're 'terrorists'".

God said you shall not commit murder. God is not talking about war. God commands war in instances where his people have to defend or punish those who defy him. He calls for utter destruction though. Not what most do today by the worlld government dictating the parameters of who or where or even how war should be fought. As far as your statement about terrorism, it used to be called gorilla warfare. That is where the weak attack the stronger force because you have no chance otherwise. If it were handled properly, those who harbor these COWARDS would be delt with according to GOD'S standard. Wipe out every living thing from adult to child, from dog to cattle. That is what he told HIS chosen to do and because of their disobedience we have to deal with terrorism today.

I didn't read the fine print nor did I see an asterisk next to that commandment but I'd venture to say no

Actually the original text said "Thou shalt not murder"

The word "ratsach" is commonly believed to describe the premeditated killing of a human.

Murder is the unlawful killing of another human being with "malice aforethought", and generally this state of mind distinguishes murder from other forms of unlawful homicide

"In order to have peace, you must have war". Most people just pick and choose which commanded they will or will not obey.

Many American Christians today think that if they believe in Jesus and their church - that is all that matters . Never mind what Jesus taught according to them.

They are over all ( and generally speaking ) ignore his teaching .
