Can you get a ticket for drivin if your just visiting?
If someone is visiting from a different country. And they dont have a license. Can they get a ticket if they get pulled over in California?

Your question is questionable "And they don't have a license?" So I will answer both ways.
1) YES; DO NOT HAVE A LICENSE
2) If they have a foreign license; they can drive as long as it is current.

If they are lawfully licensed in their country of residence, it is lawful to drive in California. If they are not licensed anywhere, it is the same as a California resident driving without a license. The offense can be charged as a misdemeanor or infraction. An infraction is more likely, and even if a misdemeanor were charged the most probable punishment would be a fine.
ADD: Everything KC V says is true. A caveat on both our answers. This is true only if the driver is 18 or older. If the driver is 16 or 17, to drive for more than 10 days the driver must obtain a nonresident minor's permit from the DMV (which takes only proof of the foreign license and proof of insurance). Driving by person under 16 is not permitted, even if licensed elsewhere.

If you are temporarily visiting California, you can use your out-of-state or foreign driver's license for as long as it's valid where it was issued — you do not need to register with the DMV or do anything beyond making sure your license is valid and current.
In most cases, (e.g. Western European countries, Australia, most of SE. Asia, etc.) foreigners do not really need one of those additional paper International Driver's License as well, but if your license looks exotic, it would probably help to have one just in case (this is the license issued by the relevant Automobile Association or Government body in your country that certifies in several languages that you have a license in your own country.
You must also have your normal license with you if you use the International License.

Don't have a CA DL, or, a license, period? If they have a valid license from their country, it's still a ticket.
Usually it's not jail, but a big fine.

1.Yes, you can get a ticket
2.If you don't have a license AND get a ticket in another state or country, you're going to jail.

Of course not!
It's no different than any other crime....if you deliberately kill someone with an axe when you are here on vacation, they can't charge you with murder, convict you, and put you in jail! .......can they?
