When does speech becomes an artform?

The 'art of speech' becomes a true art-form, when one learns to speak "effortlessly".

when it involves more than rote or routine response and comment. When an individual targets a goal for what they wish to say, and use words to bring out more than their base meaning to what is being presented.

That is, I find that all art presents information or emotion, thoughts, beyond the superficial aspect of the art object. Speech becomes art when it achieves that.

You've stumbled on the struggle of defining art, craftsmanship, emotion & imagination. Art, I believe, is a presentation that evokes emotion. Craftsmanship is the quality of the presentation. Art isn't "good" or "bad". Successful art may be and it takes imagination & craftsmanship to evoke an extreme level of emotion. Finally, is intent required?

When the beauty of thought reaches its height it becomes art form, all speeches derives from thoughts.

When you answer to it very clearly but indirectly with some flavors of emotions.

when one inspires them self with their own spoken words. when the artists becomes the collector, so to speak.
