To know if your guppy's tail is healing, you have to use your eyes. If you can see that the fin is regrowing than it is healing.
To aid in the healing, change the water at 25% once per week. make sure the water quality is very good (to avoid splitting int he first place).
The change in the tail color doesn't really mean anything. Its not good or bad, just natural. Some fish loos or gain colors when they mature more.

If their were red streaks, and they are gone then the red pest condition is healing. if there was fin rot, once the white edging on the ends of the fins goes away, the it is reovered, If it is a simple tail shred, the pieces will grow back together as long as they have no red inflammation or fin rot.
