Lots of issues here. At first you seem to be equating stupidity with being incapable of taking care of themselves. Maybe there's overlap, but it's not the same thing. Then you seem to switch in your follow up to people with irresponsible behavior, which does not necessarily mean they are either stupid or incapable of caring for themselves.

Finally, you ask, "if they have multiple children that they can't afford to have ... why should the taxpayer have to pay?" This is a question of whether we should give support to children that exist or will exist, regardless of whether whatever group of people you are talking about have been allowed to breed or not. So what question you are asking is even less clear.

But one answer to one of your questions--some states do place a cap on the number of children you can receive benefits for, see http://en.wikipedia.org/wiki/Family_cap . As long as you frame the question in terms of giving money to undeserving parents, it seems reasonable, but benefits that increase with the number of children is for the welfare of the child, who is not responsible for, nor should be punished for, bad parents.

As for allowing so-and-so to breed, well, that's either forced sterilization, horrid idea, or just plain unenforceable.

There's a big difference between "stupid" people and people who collect unemployment. I have friends with college degrees who are currently unemployed and, God forbid, are actually collecting unemployment. That doesn't make them "stupid". It actually makes them smart. Why NOT collect unemployment if you are out of work? You paid for it with your tax dollars and it's there for you if you need it.

I'm thinking that maybe you aren't as smart as you think you are and maybe you should be someone who isn't allowed to breed.

Look at your own life. Are you self supporting? Do you pay for your home, clothes, food? Should you be allowed to breed? I have a feeling your parents take care of you and your question, if not stupid, did border on inane..
