Wild RES has moss on his shell and seems to be losing skin on his neck. Is there anything I can do"?

He's wild, in a pond at work but with the drought there is no way for him to get out of the pond to "sun" himself. Could this be what's happening? I feed about 12 turtles here a work and he seems fiesty and all but I worry about his shell and skin.

    The moss is because he doesn't have enough sun time basking and the shedding is normal if he is healthy

    Toss a slab of wood in the pond, so it can climb up and bask. The "moss" is actually algae and does no harm. Shedding is probably normal too.
