Talk to a lawyer about pursing sole custody based on abandonment. You can never completely eliminate his parental role except for reasons of adoption, long term incarceration and certain criminal acts (none of which appear to apply here).

Report him to DHS. Then he will be out of the country and unable to assert any parental rights at all.
