Disputes on Pay Pal for broken/not working electronic items?

OK, since you have added that the item is not an eBay item, yes, you still can file through Paypal and still claim that the item is not as described. eBay Buyer Protection does not apply.

Log in to Paypal. Go to My Account.

Click Resolution Center. (Second bar down.)

Follow the prompts. DO communicate with the seller. (Paypal reviews correspondence in settling disputes, so be courteous and factual..)

If the seller does not cooperate, wait until Paypal tells you to return it, and be sure to use the address Paypal tells you. If the item cost more than $250, return it with Signature Confirmation. If under $250, just use Delivery Confirmation. There is a limit for refunds on electronic items through Paypal. You'll have to search their user agreement for the limit as I don't recall the maximum amount.

If Paypal and the seller won't cooperate, you can still dispute the purchase through your credit card company, if you used a credit card to pay Paypal.

Did you contact the seller 1st? Generally Ebay asks you try to resolve issues with the seller 1st, before initiating the dispute process.

Dispute is the mechanism to handle things if the reply or situation between buyer and seller can't be resolved in a fashion that is unacceptable, or if one party is not communicating.

If you have tried communicating and have not received a reply in 48 hrs then initiate the dispute process, but not before exhausting the attempt to communicate.
