Can I make a duvet cover from a comforter?
I bought a comforter from Bed Bath and Beyond, and I hate that fact that it costs me $8 every time I need to wash it because my washer and dryer are too small to handle it. Which means that keeping it and using it will cost me $$. Therefore, I was wondering if I could pull out the quilting, and rip some of the bottom seam and make it into a duvet cover for my existing down comforter. Has anyone tried it? Any tips?
It's too late to return it - I've already washed it once. It's too stiff - and I really love my down comforter.

Sure you can. All surface stitching needs to be removed if there is any decorative stitching. Then open the bottom seam, remove the batting. Then fold down each side of the open seam 1/4 inch and press. Now fold again 3/4 inch and press. You can now attach Velcro to each side or decorative buttons on one side and make button holes on the other. Or Put in a zipper or snaps. Suggest you put ties inside it at all four corners. Sew plastic rings to your down comforter. This way when you slide the down comforter into the Duvet you tie the corners. This prevents the down comforter from bunching at one end.

Just barely possible, depending on how the comforter is made, and certainly not worth the trouble. I've cut up comforters to use as beds for small dogs, and the batting is usually stuck pretty good to the cover. It's battle to loosen enough of it to hem the edges of the dog beds and if I wasn't retired with all the time in the world I'd never bother. Just buy a duvet cover that you like and use the comforter as a duvet inside it.

For what you probably spent you could have gone to Pottery Barn and invested in a really well made duvet cover that is washable. I would not bother even attempting to do this. The stitching will probably not allow it and you will end up ruining it.
If you have not used it yet pack it up and take it back.
