Requirements for importing merchandise from China?

It depends on the merchandise you are importing. If it emits radio frequency, you need to make sure they comply with Electromagnetic Compatibility Directive. Other than chemicals, food and plant, you do no need license to import household goods. For clothing, however, there is quota imposed on each countries. Most products need to have CE mark for product safety compliance. Keep in mind, importers are ultimately liable for product liability.
