none of them has done enough to be called "consistent," so it's a matter of picking one who has the physical tools, the right offense/QB, and the best opportunity to succeed.
Moore has upside, i think he'll work his way into regular duty after starting last week only because Raiders top 3 WRs were hurt. i just have a hard time buying into any Oakland player besides McFadden.
Decker looked good, and with Lloyd about to prove he was a one-year wonder, somebody has to emerge as their #1.
i'd rule out Alexander.
i like David Nelson. big target, very athletic. a solid #1 guy (Stevie Johnson) possibly drawing the double-teams, and a surprisingly live offense that likes to air it out.
you can make a case for 3 of the 4, i like Nelson the best.

Eliminate Alexander and Nelson, and now it's down to either Moore or Decker. I really like both of them. The one with the most upside is Moore, but the most consistent one is definitely Decker. I would go with Decker if I were you.
