im interviewing students to be in the student council and have asked them to write a letter of motivation... what criteria should i ask for?

I always wanted the student who had ideas to improve the school,was aware of the strong points about the school and what needed to be changed.I wanted the student that I felt would be respected by both the teachers and fellow students of the school and would not be afraid to express their opinion.I looked for ideas to improve the people in the community and make the neighborhood a better place to be.
