what do you people think of teenage girls after old men plus is this normal?

my stepdad goes out in the street and takes snapshots of girls he don't even know then he puts them on his computer and password protects them and then masturbates over them... these girls are as young as 13 and no older than 18

Update:

I know all this Because it is on His Sd card in his Digital Camera. my mother knows she shown me.. i personally thought Monitoring him but how.... he like saves them also known as marking and puts them on his computer and prints them out....

    I suggest calling the police...that's showing pedophilistic traits and if you're under 18 I would stay away from him and never be alone with him..
