Did God mean to distribute water unevenly?

Feel free to answer that, but it isn't my "real" question... I just wanted to have a valid reason to put this in R&S :)

Here it is: Should all water be free?

Is it a private commodity or a shared community resource?

    shared resource. water shouldn't cost anything.

    Water should be distributed in the following order:

    1.Me

    2.USA

    ....

    Last: Africa

    in my opinioon all water should be free
