God was perfectly able to stop the Devil if He wanted to, but apparently He decided to prove Him wrong instead so His infallible character would be justified.
God created hell for Satan and all those who choose to follow him. Satan and his follows violated God's law, God is a judge and just as a judge here on earth will sentence criminals to jail or even death, so God will sentence all those who have violated His law to hell (known as the second death).
The serpent (not specifically a snake) itself is simply part of God's creation. The specific one that embodied the Devil was either possessed by him or a manifestation and does not represent all serpents.
It is not clear how much time elapsed from the original creation to the time when Satan tempted Eve causing her and Adam to sin. We do know it was no longer than about 110 years though.

The entire bible is full of metaphores and archetypes. It is not meant to be taken literally. Most of the stories are meant to teach you some universal truth, or to teach you about the world that exists around you. The story of the devil's rebellion, the snake in the garden, adam and eve, even Jesus on the cross, are all meant to teach you about either the movements of the stars, the seasons, when to hunt. The key word is Metaphore.

Why do you think that God was unable to stop Lucifer from rebelling?
Why would any being want, or expect, to spend eternity with God when they turned their backs on Him?
The snake was probably created when all the other living things were created. I doubt if they were restricted to any geographical location at that time.

When Adam and Eve sinned in the garden of Eden they chose who they would serve and that was the Devil. God gave them up to serve the devil for the remainder of their days and mankind too after them because they brought the whole world down with them. Jesus came to live an obedient, perfect and submissive life to please God so that the curse could be broken by His shed blood when mankind could through His death and resurrection once again claim eternal life and forgiveness, but only through Jesus Christ.

There are no fallen angels the Devil was Cain the first murderer and liar in the bible and his angels are his offspring who prove who they are by murdering and lying. There have been a couple of the descendants of Cain referred to as the devil because before God there is no time and all seeds are one before Him. One of Cain's descendants was also a priest in the temple and he was the one who tempted Jesus. Angels cannot temp anyone because they do not have flesh and do not know temptation. Satan which an angel of the LORD some times is used to test (not tempt) so he was sent by God to test Jesus in this flesh and for that reason he used a descendant of Cain the Devil.
Eternity is not a segment of time but simply Un-relative Oneness with the Eternal One. There is no eternal place of torment but one day the Eternal Fire of the Truth is going to destroy all illusion along with those who decided to walk in it because it suite the lust and desire of self and they will cease to exist even in memory after judgment.
Those who PRACTICE sin shall not enter into the kingdom of Heaven.

Because he had a free will,... like we do, God created Hell to put the devil and his demons there! since Adam and Eve sinned, they corrupted us and gave us Saten's sin nature. That was not fair to us so, God sent his son Jesus to die for our Sins, so that if we accept his love for us and if we repent we don't have to go there!
Because of Adam, & Eve we have to wait a few more years , before God is totally in charge of the world again, and Jesus Christ rules, but it will be worth the wait!. Right now the Devil has taken over man kinds rule, that God gave to Adam and Eve!...
