When you say "12 and 3", many people will think "12 + 3" because that's a colloquial way of expressing addition. "One and one is two." instead of "One plus one equals two."
If that's what you mean, then 12+3 = 15.
In all caps, someone else might think you mean a bitwise logical AND operation. If that's the case, then the answer could be 0 (if 12 and 3 are decimal numerals) or 2 (if 12 and 3 are either octal or hexadecimal numerals).
A C programmer might think of that AND as a logical AND function (as in #define AND &&), and such a person would find that 12 AND 3 is equal to 1.
Lots of choices. Tell somebody what "AND" means to you when you use it that way, and maybe they can tell you what the answer should be in that context. The rest of us are just guessing.

Okay, so AND is an ancient math term for multiply, subtract, conjugate, eradicate, factor, add, and triple. AND is basically a symbol in math, so don't get confused and think it is the word. (The symbol also can be written as "and" uppercase and lowercasing doesn't matter.)
First, multiply; so 12*3=36.
Second, subtract; 3-6=-3
Third, conjugate; -3(1x*3*-1)=9x
Fourth, eradicate(take "x" off); which would go from 9x to 9
Fifth, factor; 9=3*3, so it is 3 to the 2nd power, or 3^2
Sixth, add; 3+2=5
And finally, triple; 5+5+5=15
So your answer is 15.
An easy way to remember that is to make it into a cool saying for each of the first letter in each of the step's first word. So it would be MSCEFAT, a good saying is "My Stupid Coconut Entertains Folks Any Time." I really like that one.
