Subwoofer Speaker Box Design Question!!!?

Do speaker manufacturers take into account the volume of space the rear of the subwoofer (the frame, magnet, etc) takes up? Im trying to design a box for two 12" rockford fosgates and the interior volume is supposed to be 1.23 ft^3. Im wondering if i need to make a box with an interior volume larger than 1.25 to accommodate for the space the speaker takes up. Or is this is already figured into the value provided? Just a bit confused...

    manufactures list the net airspace. they do not take volume of the subwoofer into account .

    pretty sure it already takes into account the volume i made a sub box for a pioneer and it sounded fine **** it bumped harder than the 12 '' lol
