I looked at your previous questions and you were asking for baby names in August of last year... your little one is not ready to forward face yet- and she will get plenty of recline rear facing!
http://www.nhtsa.gov/Safety/CPS Children should remain rear facing through 3 years old as long as they fit in their rear facing convertible, and the AAP sites a minimum age of 2 to turn forward http://aapnews.aappublications.org/content/30/4/12...
Here's my list of recommended car seats with rear facing weight limit in parenthesis:
Sunshine Kids Radian (65SL - 40 lbs., 80SL or XTSL - 45 lbs.)
Britax Marathon 70/Boulevard 70/Advocate 70 CS (40 lbs.)
Safety 1st Complete Air (40 lbs.)
Learning Curve True Fit models (35 lbs. but taller than most)
Graco MyRide 65 (40 lbs)
Evenflo Triumph 65 (40 lbs.)
Evenflo Momentum 65 (40 lbs.)
Cosco Scenera (35 or 40 lbs)
They are all safe because they have all passed the same testing standards
They all recline because all of these seats are required to be installed at between 30 and 45 degrees rear facing
Cup holders-
Radian- optional add-on
Britax- no
Complete Air- no
True Fit- no
MyRide- one on each side
Triumph- no
Momentum- no
Scenera- no
Source(s): I have my godson rear facing in a Graco MyRide at 2 years and 36 pounds, 36 inches. He looks so comfortable sleeping rear facing... I can't imagine how uncomfortable he'd be forward facing! - BobbiLv 710 years ago
Age? Babies RF to age 2 at the least, best practice to the lil one outgrows the convertible limits for RFing. Older babies you might have better options than car seats. Again, how old? (and convertibles do not recline, sorry!)

I've never seen a forward facing seat that reclined. We have an evenflo triumph advance and love it and it's the #1 recommended seat on consumer reports.

I am a car seat technician. To accurately answer your question I'd need the following information, how old is your kiddo, what do they weigh, what is their torso height (bum to shoulder measurement), what is your budget and what vehicle will the seat be going in to?
ETA: Never trust consumer reports on car seat advice. They rarely actually know what they are talking about.
