Can I install new Seagate HDD on a broken Ext.HDD case?
My sister bought a Maxtor One Touch 4 External Hard disk. After it failed, I dismantled it and took the Hard disk and checked directly on a desktop. After checking, I learned that the HDD is already busted. I checked the power supply of the external HDD case and it's still fine. Can I install a new HDD in it or not?

yes, just make sure that hdd has the same type of port (i.e. sata, or ide and power is the same. You can get hdd enclosures for 10 dollars though nowadays though

I use many different external hard drive cases and hard drives without any problems. The real issue is when you tear one open that is a sealed case and whether that one is using the same voltage as the computer. Other than this, it should not be an issue of what hard drive you use.
