I have a paypal account and 20$ credit but no bank account/credit card?

So I have a paypal account. Complete. I never used it though until I got lucky with a deal, and long story short, landed myself 20$ in paypal credit. WOHOO.

But wait, paypal is a freakin scamming website. They allow me to both sign up and accept 20$ of phantom cash, but I cannot send or use the money at all. WHY? Why don't they just limit any purchase that goes over? Why do they have to keep the account locked?

What can I do? Get my parents credit card and use it? They check the transactions and I heard paypal charges 2bucks for adding the credit card... (SCAM)

This is really outrageous. 20 dollars credited, but completely unusable. They won't allow me to use money that I have already been credited with JUST because they want to be greedy theives and take more money from credit cards.

Please, I would really appreciate help here. Is it possible to get them to allow me to use the 20$ without the credit card or bank account? I could call customer support or email them.

Just looking for anything I can do to get my 20 dollars back or to use it as I intended to.
